Ten Point Plan for Gregg County
Goal #1 Unity in Gregg County
  • Organized 3 regional/county-wide legislative lunches to develop priorities for Gregg County and East Texas.
  • Speak at least once a year to each chamber (Kilgore, Gladewater, White Oak, Longview) regarding the State of the County.
  • Work closely with Mayors in each city in Gregg County to accomplish interlocal agreements of cooperation.
  • Weekly briefings with Commissioners on topics of concern when requested
Goal #2 Responsiveness
  • Close working relationship with each Commissioner to facilitate work to be done in their precincts.
  • Conduct quarterly Department Head Meetings, regarding issues that are of concern with each department.
  • Conduct monthly visits with elected officials on ways the County Judge's office can assist in obtaining their goals.
  • Assist the Sheriff in the State Jail Certifications.
Goal #3 Fiscal Responsibility
  • Achieved revenue positive budget - the first in 7 years.
  • Cut expenditures by $5.7 million over the last 2 budget cycles.
  • Shortened payout of the remaining debt in Gregg County, thus saving an estimated $1,000,000 in interest.
  • Encouraged Commissioners in a closer working relationship in sharing heavy equipment, thus eliminating duplication in the precincts.
  • Workforce reductions were accomplished in road and bridge and other departments.
  • Obtained $1,850,000 in federal grants to assist the County in certain projects.
  • Reviewed and wrote Indigent Health Care Policy and Sick Leave Retirement Policy.
  • Separated retiree health insurance for active employees, reducing cost to the County.
Goal #4 Economic Development
  • Located J-W Operating at the Airport, an investment totaling $4,000,000 and 30 extra jobs.
  • Assisted Longview, Kilgore & Gladewater in providing incentive packages for 4 local firms.
  • Worked with LEDCO and KEDCO in obtaining $350,000 from the Governor's office for incentives
  • Reorganized and formalized Airport Economic Development Board - to better move the airport forward in the future.
Goal #5 Team Building
  • Conducted monthly one-on-one meetings with commissioners on issues of concern.
  • Held quarterly Department Head meetings.
  • Hosted a Christmas Luncheon for all employees.
  • Organized a visit to Austin with Mayors of the cities of Gregg County.
Goal #6 Planning for Tomorrow
  • Worked to organize and open Senator Kevin Eltife's District office in the Gregg County Courthouse.
  • Worked to organize and open Congressman Louie Gohmert's office in the Gregg County Courthouse.
  • Developing a master plan for future development of the airport.
  • Working closely with the Texas Department of Transportation to create the Regional Mobility Authority for East Texas, for future development of highways in Gregg County and East Texas.
  • Building a Regional Coalition with 15 surrounding counties to develop a regional legislative agenda for the future.
  • Achieved attainment in ozone level status through Northeast Texas Air Care group, for a better environment for the future.
  • Elected Chairman of 15 County Judges overseeing the Workforce Commission on regional issues.
Goal #7 Open Government
  • Work closely with all media to provide all information requested,
  • Give an annual agenda regarding all Commissioners' meetings to the media.
  • Hold weekly briefing with all media when requested.
  • Respond to all concerns by the public.
Goal #8 Strong Countywide Law Enforcement
  • Achieved Jail Standard Certification
  • Obtained and installed a new radio system for law enforcement for the county and cities thru 911 Grants on Radio Inoperability.
  • Re-organized the 911 department, to better coordinate with law enforcement in case of a major disaster.
  • Rode with Sheriff's Department on patrol, to better understand their needs.
  • Work closely with the District Attorney to obtain state grants on prosecution regarding violence against women. $75,000
  • Provide funds for additional prosecutors in the District Attorney's office.
Goal #9 Homeland Security
  • Obtained federal grants totaling $450,000 to assist in preparation for major events, equipment, etc.
  • Worked closely with East Texas Council of Governments on training and certifications on Homeland Security planning.
  • Completed disaster response plans.
Goal #10 Open Door
  • The County Judge's office is open to all, without appointments.
  • Encourage open discussion and suggestions from Department Heads and the Public.
  • Returns all telephone calls.
  • Available to all media all the time.
