- Completed ground process, through Commissioners' Court, for the new A.R.M.S., Inc. corporate building at the Airport (value: $2.5 million)
- Co-chaired the Northeast Texas Air Care Committee (NETAC), continued to meet attainment status of ozone levels
- Attended Continuing Education Seminar for County Judges in Lubbock, TX - Texas Tech Law School conducted the courses.

- Approved $5 million in Airport upgrade for runways and taxi-ways

- Presented East Texas Treatment Center with $3000 Grant for rehabilitation equipment
- Consolidated Airport Police into Sheriff's Department for greater efficiency and manpower. Maintain Airport Division in Sheriff's Department
- Adopted revenue positive budget - Increased reserves 3 years in a row
- Created new Fire Marshall's office within the Sheriff's Department, with existing staff
- Co-hosted and attended "Centurion" Banquet honoring Law Enforcement

- Approved Hwy. 135 project with TxDOT ($17 million project)
- Finalized Emergency Management Plan regarding Homeland Security

- Accomplished numerous projects for cities and schools through our Interlocal Agreements

- Obtained State Grant Award, in the amount of $79,998 for violence against women (from the Governor's Office for prosecution)
- Enacted new insurance guidelines for retirees age 62 & under, and age 65 & older
- Enacted new Collections Contract with the City of Kilgore, Kilgore ISD and Kilgore College
- Adopted Proposition 13, approved by voters in the September 13, 2003 Special State Election. (property tax freeze on age 65 & older, and mentally challenged)
- Adopted the first revenue-positive budge in 6 years. 2004-2005 budget will add $100,000 to reserves

- Added archival fees to County Clerk's office to prepare for transition in record keeping, mandated by the State

- Constructed new Adult Probation Department building for Community Supervision Program
- Eliminated Marketing Director at the Airport. Entering agreement with LEDCO and KEDCO for joint project collaboration
- Workforce reduction in Precincts #1, #3, #4 - 4 positions, $168,000 savings
- Implemented Work Safety Program - resulting in $51,000 savings in workman's compensation premiums
- Updated computer systems - cost: $180,000
- Restructured Adult Probation Workforce (doing more with less)
- Formation of bail bond board - to better regulate bonding in Gregg County
- Health Department Expansion of duties: Emergency Management - also increased fees for sanitation inspections once a year, which is more in line with surrounding counties and defrays cost of those inspections
- Set dates and process for Fire District in Precinct #1
- Reduced 2003 budget for $4.6 million in expenses (vs. 2003)
- Completed (Federal funding) new fencing around airport for increased security
- Handled 150 juvenile detention cases
